Assign tasks with a timeline. Consider using peer evaluation.

Assess a project at several points on the timeline.

Assign roles for groupwork. Have them journal about contributions of team members.

Provide links on a web page and distribute timelines and other materials digitally.

You have to model the behavior you expect. This means you can't be downloading Caligula or using IM in class. Be prepared for class and don't waste time connecting equipment or using it as an excuse for poor preparation. 

Don't ever (even once) allow students free time on the computer as a reward for finishing a test early. All you have done is encourage them to rush through a test so that they can IM a girlfriend.
